Reopen a shuttered business due to Covid and call your employees back - those are rehires.
Open a second location, and hire more people - that is job creation.

All of recession jobs were recovered by the middle of 2022, 1.5 years into Biden presidency. Since then additional 6.5 million jobs were added (+270,000 jobs a month average)
