Not when it is designed to convey commandos and combat troops from friendly territory into enemy territory in order to execute offensive ground-assault sorties....A tunnel is defensive...
Not by any stretch of logic used by sane men, anyway.
Hell, tunnels were oftentimes offensive in nature, throughout history.
When the siege of a walled city was underway, and when the besiegers used sappers to dig a tunnel from friendly lines, to undermine the walls and towers of the besieged garrison or population, such a tunnel was an offensive device.
As seen time and again throughout history, stretching all the way back to Antiquity.
Trying to pitch the Hamas terror-tunnels as 'defensive' in nature is a fool's errand, preordained to an ignominious and comedic failure.
