Travel expenses and salaries need to be broken down and detailed to differentiate between administrative and program cost. That information is given in general figures, combining the two. The information is available, but not detailed in the 990. Dispatching and rotating medical staff to an HIV/AIDS clinic in Africa appear as travel expenses and salaries on the 990 but an audit would show those expenses not as administrative expenses, but rather program cost.
