Gee...I wonder what the net gain/loss of jobs would be if we stopped outsourcing jobs to their countries and, in return, they pulled their American based operations.

Somebody (you, oreo?) posts those stats at least a couple of times every six months or so, and you always get smacked down by additional pesky facts that cause those cities to be poorer than others. I for one won't be lured into it all over again.

A blanket solution for these cities is impossible. Cleveland has different concerns from Miami, Philly ain't Cincy.

But, some broad solutions may help. Negotiate Fair trade rather than unregulated 'free' trade. When our overseas competitors are allowed to dump products here at less than the cost of production and shipping, no domestic industry is safe.

Get infrastructure repaired immediately. Roads, bridges, waste water collection and treatment systems are sure fire ways to improve the economy where ever they are designed and built. Oh, use America parts too. Steel, concrete and manpower.

Cities and States have their own policies for providing for the poorer classes, in addition to federal programs. However, federal WELFARE programs have diminished over time and Washington can't dictate how each district handles their own people.

One of the reasons major cities see more poverty is that's where people migrate when they lose their jobs in rural areas, and they will tend to live among similar ethnic and cultural groups. It really isn't any big mystery. Slaves moving northward after the emancipation is how inner city pockets of poverty first became a problem, after all.

Add to that the fact that the old manufacturing jobs that bit the dust during the current recession are NOT coming back, and those folks will need to be retrained in some other job discipline OR continue on the 'gubmit dole' . The refrain heard throughout the country WHERE ARE THE JOBS is easily answerable --JUST GIVE US JOBS isn't.
