hmmm, seem to remember that the tariff affects the end user of the country receiving the goods not the importer? Is that not true? so the steel and aluminum coming in wouldn't cost other business any more money? that seems odd, cause that was your claim.
In a capitalistic market the receiver of the goods incurs the increased cost. In a country with a Socialist Market Economy the prices is extracted from the sender.
That is why tariffs have worked well for China and not so well for us.
I guess the solution is to end the free market and move to a Socialist Market Economy, that seems to be what all of your statist want.
