The answer is NO, duh.

True, we count the electoral college votes. Winning the popular vote looks good on your resumé. That's all it's good for.
This is a popular mistake. Although getting the job is done by getting more votes in the EC, having an actual mandate from the people is important.

Presidential job approval isn't based on the EC.

Republicans are comprehensively at odds with the will of the American people.
 
Trumpsters are neither left or right. They are linked to trump's beliefs about each particular subject. When trump changes his mind, or even takes both sides, as he has, trumpsters are bound to follow his whim without question.

Trump and his supporters are very much on the right; Trump is the product of conservatism – the reactionaryism, the fear of positive, beneficial change, the authoritarian desire to compel conformity and punish dissent, and the anti-immigrant nativism are all fundamentally conservative.

Can you prove that having a "mandate" from the people is important?
Because Joe Biden has a 75% "wrong track" number, and a 38% approval rating. even though he won the "popular vote".
So winning the popular vote doesn't guarantee a "mandate". QED.
