They allow people to away with minor crimes so they repeat those crimes until it becomes a way of life.
Those people then graduate to worse crimes like break ins and assaults because the never faced the inconvenience
of having to go to jail for long, and having their life disrupted because of their crimes. After a while of this SF now has a culture of crime and disrespect for the law, businesses and other citizens in general. All totally preventable but.......
SF is full of idiot liberals who took an initially good place, trashed everyones good will and tolerance and turned the place into a third world shithole. The good people left behind including businesses are forced to suffer as the quality of life for them has gone down and continues to spiral further down.
Meanwhile all the good liberals in charge are oblivious and concerned about other things like which pronoun to use.
