That would require both of our "major" parties collectively holding the leaderships of Mexico and South America responsible for the misery they have enabled & created. Offering our assistance (military, if necessary) to go after the cartels. Maybe establish a GSE to invest significantly in those countries with the backing of our military if those investments are fucked with or stolen. Make that region a massive source of low-end manufacturing and replace China with it.
