I understand that he has saved signing some stuff for the crowd at Cap One Arena where he is now, maybe as reward for their being so patient in this cold.

I believe the EOs signed earlier were for the cabinet members he wants approved. Some were for temporarily filling positions that are open as well, until permanent replacements can be found.
