How are they being mis represented? I think its well known that bringing in electrical and other utility grids to vast areas of rural land is a challenge. Its also well known that it sort of a mixed pot.. there are cities with modernization as well as other areas that are delapadating. Its many countries not just one, so the challenges are all different.
