While it appears to be independently inspired by the Israelis, that doesn't rule out the invisible hand of some other power influencing it. Even within Israel, it is not absolutely clear if the Operation was run by the Directorate of Military Intelligence (IDF) or the Israeli National Intelligence Service (Mossad). While there appeared to be Unit 131 fingerprints on the operation, it is not clear who controlled Unit 131. We are not even sure that the operation actually failed, as we do not know if the Israelis were manipulated into an operation that purposely gave the outward appearance of failure; to insure the success of another operation or establish the bona fides of another operative for a country yet unidentified.
