Clearly "negligible effect" is only about 2022, because little of the act goes in effect right away. CBO gives 50/50 on inflation reduction for 2023 and provides no mid-to-long term effects projection.

Are there politics involved in naming the bill? Sure. Inflation is high concern to voters and so they make sure to name it accordingly even though clearly there are other priorties addressed as well. Doesn't make the bill bad.
