Because in the actor model there was decentralization and independent behavior of lower modules. By design, just like the design of society.

It's a bullshit. The term OOP was introduced by Alan Kay, he did not mean Simula, Planner was already the de facto OOP language, it just didn’t have this name then. An actor is what is called an object in OOP.
