If everyone got along with everyone else, there was virtually no crime, and the world was at peace there'd be precious little need for much of the govenrment, no need for a military, little need for police, etc. So in order to justify itself, governments outlaw things that promote peace like cannabis, ecstasy, casual sex, and allow and encourage things that promote violence like alcohol, and discouragement of sex.
We've known since after the Holocaust why people become violent, why they allow things like a Holocaust to happen when otherwise good and decent, and follow leaders doing evil things. If a society is afraid of itself, to say nothing of foreigners, they give the ogvernment as much power as it asks for in order to 'kepp you safe.' That's why all governments do, and in particular what the US is doing with flavor of the month terror threats and bans on everything that would make the country more at peace. Whereas everything that contributes to social unrest is allowed. Violent media and entertainment, alcohol, junk food, etc.
When you pause to consider why things that are legal are bad, and things that are illegal are good, there's only one inescapable conclusion: governments want it that way to justify themselves.
