Was the "perpetual union" a surrender of state sovereignty AND land/territory? Because, the Constitution made it pretty clear that STATES would maintain their own sovereignty and territory.
Apart, obviously, from Federal territory.
Ft Sumter was not "federal territory." It was South Carolina territory.

Yes, the federal government owned a piece of property in the State of South Carolina. That's all. Walmart owns the property it sits in "in perpetuity." That's how property works.

South Carolina went to great pains to make sure that it had legal jurisdiction over the property. In other words, it was still part of South Carolina:


Provided that all processes, civil and criminal issued under the authority of this state or any officer thereof, shall and may be served and executed upon the land so ceded or structures to be erected upon the same, and any person there being who may be implicated in law

For the last 40+ years, it has mainly/generally been used as a symbol of The South. Even in pop culture and entertainment.
