during the 90s and 2000s there have been 'kicker checks' only 5 times.....in 2007 the median kicker was $113....and 20% of the rebates went to the top 1%....

opponents of Oregon's 'kicker law' include Democrat Governor Ted Kulongoski (2003-2011)....followed by the current Democrat Governor John Kitzhaber....

this Oregon law is already being eroded by the Democrats....

The kicker law came to be through ballot initiatives. Neither Democrats or Republicans can claim credit for it. Atiyeh was the last Republican Gov we have had in the last 30+ years, and the kicker is still with us. So if Democrats were trying to do away with it as you claim, they haven't been trying very hard. It is part of our state constitution now, so neither party can do much of anything about it. We haven't gotten a kicker check since 2007, so the legislature has done a pretty fair job of budgeting.

Scott Walker DID improve education......he did it EXACTLY by reducing the influence of the Teachers Unions....and reducing costs...

instead of lining the public unions pockets...and the pockets of the Democrats.....the school districts now have the option to spend that money on the STUDENTS if they need it....and school districts no longer have to dance to the tune of the unions...

how many non-English speaking children with disabilities are there anyhow....? if the unions get out of the picture i have the feeling that the number of 'disabilities' will plummet to a very small number...and children who can't speak English will just have to get busy and learn it...no more coddling the illegals....

and as for rotating teachers of different subjects you realize that while one teacher is teaching math to one class the other teacher is teaching science to another class....so the average cost per classroom is still essentially the same if you include the same number of students in each classroom....and yes i realize that you can state the costs differently per different classrooms or students or school district....these are simply overview figures...

I don't see how making teaching an even LESS desirable job than it already is helping education.

Uh, yeah, those teachers are making up disabilities and coddling illegals. (Pssst. Psst. Most ESL students are here legally. Sorry.)

The problem is, you can't keep the same number of kids in each classroom. For instance, you really want the chemistry class to be smaller than the english class. Not to mention the need for specialized equipment, support personnel like therapists, and such.

Walker's UE numbers are completely fake! His LPR decreased by 7.5%, Obama's only decreased by 2.7%! If you use a constant LPR for Walker, like the Right does for Obama, his UE would be over 11%!!!!!

Even your more accurate graph is alarming. It shows that per-pupil costs have gone from around $8,000 in 1992 to over $10,000 in 2010. Costs have actually increased by 25 percent during the same time as student performance has been in noticeable decline. There's something wrong here.

Your graph proves increased spending does not result in increased academic success for America's children. Perhaps we should shift the focus from spending more and more on a failing system and try to find out what the real causes of failure are.

$10,000 per pupil.....only 20 kids in a class.......equals $200,000 per classroom per year !....

there are probably a lot of teachers who would love to set up their own shop and teach a class of 20 for 9 months a year for $200k.....and probably do a hell of a better job of it....

the whole education system needs a total overhaul....Scott Walker would be just the man to bust the NEA and the Department of Education and help the states create responsible new budgets for education...

Wouldn't it be great if all we had to do was pay a teacher to teach our kids? Of course having a teacher teach our kids at the local park with no teaching supplies might be problematic for many parents. It would also be very cold this time of year. I suppose we could switch the school year so that kids had vacation during the cold months and went to school all summer long. Rain days would still prove to be a problem though. As for extracurricular activities, no big deal dropping all of them. Students don't really like those anyway.

Now you may think I am being facetious, but am I? Maybe you think the answer is private schools, because they seem to be able to teach our kids for less. But again, there is a small problem. Private schools are closing their doors due to lack of funding. Up until 1995, 12% or more of US students went to private schools. Now that percentage is about to drop below 10%. Right here in my upscale neighborhood where the public school system spends close to $12,000 per student, the local Catholic Elementary school is shutting its doors at the end of this year. They say parents are not willing nor can they afford the additional funding necessary to keep the school open. The school has 174 students this year who will all most likely transfer to public schools next year.
