In his fourth debbate with Stephen A. Douglas, held in September 18, 1858 Abrahalm Lincoln said:
“I will say then that I am not, nor ever have been, in favor of bringing about in any way the social and political equality of the white and Black races,” he began, going on to say that he opposed Black people having the right to vote, to serve on juries, to hold office and to intermarry with whites.
For much of his career, Lincoln believed that colonization—or the idea that a majority of the African American population should leave the United States and settle in Africa or Central America.
The 16th U.S. president was firm in believing slavery was morally wrong, but his views on racial equality were sometimes more complicated.

Eventually, advocates for the colonization of liberated African-Americans looked to partsof Central American and the Caribbean began to form. However, the poorly laid plans of theLincoln cabinet were met with hard rejection in Central America. The five nations of CentralAmerica; Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua deemed the plan notonly an individual threat to each of them, but one that could harm the entire region.
