While this is an interesting piece, I don't see any correlations between right-to-work states and those with strict environmental regulations along with general incentives to locate there via tax breaks. It does however provide an insight into a changing trend.

I've always been impressed with the (under-employed, under-utilized) workforce in rust belt cities. Although most mfgs have proven they can put a factory in the rural deep south and still produce world class product without union labor, there is hungry, talented, trained and experienced workers in the rust belt and it's good to see some industry returning to them.
