LBJ decided to disregard the Generals and use non military clerks and CIA bureaucrats to run the Vietnam war. How did that work out? When it came time for real "intelligence" designed to protect Americans from harm the CIA was apparently more focused on Bill Clinton's sexual problems than the (9-11) terrorists attending flight school in Florida.
