The story about Haitians is a government that is secretly conducting human-trafficking.You overthink it. The Squirrel story is a case of incompetent bureaucratic ignorance…unbending, yes, evil? No. Something similar happened to my grandmother. She rescued baby birds and one of them was a late season Robin fledging named Junior who became a local celebrity. The wildlife bureaucrats insisted that the bird must be released, however it was late in the year, too late for Junior to join the migration. He would have died. My grandmother got the newspaper involved and insisted that the wildlife peop,e would have to execute the bird because effectively they were consigning him to death. They backed off and Junior lived a long and happy life.
However none of that (nor the squirrel) has anything to do with spreading false stories about Haitians.

I don’t trust people who’s agenda is to spread hate and inspire violence on innocent people who are typically vulnerable and politically powerless..
The cat eating incident is what happens when you try doing it illegally and refuse to properly process them before releasing them into a society that is foreign to them.
It's a major screwup that blew up in their faces.
This is why they spend more time covering up their screwups than they spend governing.
