I would submit, in reality no leader is safe. Thats why Kim rides around in an armored train, Maduro had Cuban mercs for security, Air Force One flies with military jets and a coterie of military assets when it flies, Putin won't go to Europe now, etc.
yes, being any kind of leader has a certain level of risk.
That said, Trump is breaking the unwritten rules by going after leaders personally. He did this in his first term by murdering Solamoni (sp) while he was visiting Iraq, and now again with Maduro.
Even in WWII, the Allies rejected trying to kill Hitler personally, and even rebuffed the July 20 Conspirators when they offered to overthrow Hitler and replace him with General Beck.
The one thing that currently terrifies South Korea is not Kim launching an invasion (he probably doesn't have the capability to do that), but that his regime might collapse, sending millions of refugees streaming across the border. This is why the world intervened to prop up his father's regime during the 1994 famine.
