The 9th wonder of the world is not a prison wall, it CAN be a tourist attraction. Imagine a bicycle path its whole course. Whats that worth to tourists? And the cyclists? What's the "Tour De America" worth? One a year, one way. BOTH ends of the course would have a HUGE tourist influx from ALL over the world. Whats that worth to those two cities YEARLY? 10 Million? 20?
