Read about Alex Azar the head of the NIH, as I understand the first Tramp adm budget had huge cuts to the NIH, and Azar was in agreement for 2017 and 2018 and again in 2019 for 2020. His budget for 2021 as well has huge cuts to NIH.

Alex Azar needs to and because of that Tramp needs to go, everyone he puts in a dept aims to reduce its funding and the goal is to privatize everything. This is to accommodate for the tax cuts.
