No one else is guilty but the parents of the child who performed a sex act in front peers you clown. It isn't the over worked teachers fault that in the 40s seconds she didn't have eyes on the kid, because she was helping another student, that two students performed a sex act. That they even know what that is the parents fault.That's the only way that parents could be guilty, but not for the act itself and these days they're learning an awful lot of this in school. Get real. Public education is a monopoly. Monopolies always OVERPRICE and UNDER Deliver goods and services. If there was a government monopoly on hamburgers, the Big Mac would cost $100, $120 with extra cheese and bacon.
The point is to break that monopoly with competition. Private schools can outperform the public education with half the money.
When Rudy Giuliani took over as Mayor of NYC, there were more "public education employees" (aka Dem activists) who "worked" in buildings that were not schools than those who were.
