It's a federal court ruling on a federal law/regulation for which the court has appropriate jurisdiction. That said, another federal district court in a different jurisdiction can make a contradictory ruling, those "sister" courts are not bound by the rulings of other federal district courts, they're only bound by in-circuit appellate decisions and SCOTUS decisions. This is just the first step to bringing the issue up through the federal circuit courts of appeal and eventually to SCOTUS.
