The United States power grids are a hodgepodge of independent power grids that span over a few states in most cases. Western Texas falls under Western Area Power Administration.

It seems like a simple recirculation of warmer water through the system could easily and cheaply prevent such issues. Literally open a valve and turn on a pump when the temp drops.
