How can someone vote twice when someone who voted absentee, can not vote in person, and visa versa, due to being checked as voted on the first vote cast in their name?

THAT'S NOT TRUE. You are crossing state lines. People in different states are weighted differently in the Electoral College according to the size of the state and the state population. That has no effect on people in other states. If Californians want each individual vote to count for more, the solution is simple:

1. Kick 11 million voting illegals out of your state.
2. Divide the state up into TWO states, California and New California!
