Government would be concerned with lowering the cost of living and doing business by providing free or low cost health care, education, and small business loans.

It means Americans need free education from kindergarten through grad schools for all qualified students in order to obtain the knowledge base necessary to become educated voters, something corporations and oligarchs will die to prevent.
