Furthermore, Trump is trying to mess up the one major industry where we export our services that make billions, and that is our universities.I dont see it that way at all. The first thing people learn in proper negotiating tactics is how NOT to be totally unreasonable. By granting more time, he's allowing countries to agree to his terms or offer a counterproposal.
