Purely speculative at this point but the fact that the shooter got into position unseen, killed with a single shot, and slipped out without getting caught raises some questions:

Was the hit well planned?
Did he have help from other actors?
Which is more likely, a professional (or at least well trained) hitter OR totally incompetent local law enforcement (I personally lean to the latter)

But, if it was well-planned and engaged well-trained asset(s), who is a usual suspect?

Mr. Kirk (z"l) was a well-known and active supporter of Israel. Iran is currently waging a war against Israel and Jews around the world via proxies like Hamas, Hezbollah, and the Houthis.

Just last month, Iran was caught in Australia organizing firebombings of Synagogues and Jewish-owned business as well as attacks on places where Jews congregate. The Australians expelled the Iranian ambassador over that.

The shot had to be planned. Roof access had to be arranged. Witnesses sending the police off the track so the shooter could escape had to be planned. Maybe there was even someone there with a wind gauge to advise the shooter?
