No they didn't have to too. TX had to deal with the 2.5 million new residence. VA and Cali didn't...moreover those states had Constitutional amendments against it....VA litereally had to violate the law, hence why the Supreme Court has issued an injuntion against certifiying the vote.

The decision is expected to touch off a scramble by Republicans to redraw majority-minority districts, especially in the South. New districts could shift the balance of power in Congress by imperiling the reelection prospects of some Black Democrats, possibly as soon as November’s midterms in some instances. Minority representatives in state legislatures and local offices could also be redistricted out.

It is difficult to believe that New England States were at the forefront of independence 250 years ago. The region is near total Progressive Socialist Communist Senators and Representatives.
