Because the laws that you refer do not just prohibit surgery without parental notification or medical intervention for young children. They are broad attacks on gender affirming care for all minors whether they are preteen or 17 . In many cases they prohibit care even with parental consent. They also prohibit discussion of trans issues. They seek to erase trans people all together. Show me a bill or law that specifically and narrowly prohibits gender affirming care without parental approval, and that prohibits medical intervention for you children and I will support it.
