It looks like a financial engineering exercise to me. If I was rude I would just call it an asset strip.

I remember a short four note tune and an image with the title "Thames* shown on the screen before each episode of the Benny Hill Show. How Britain has fallen.
 
Here in America, we have a lot better record with privately owned water companies than with the government taking over this function.

Aqua Pennsylvania does a lot more tremendous job for us here in Mercer County that do the government bureaucrats in Jackson Mississippi or Flint Michigan.

The reason is obvious, a bureaucrat could give a shit about the service or quality of water they provide to the customers. OTOH, a private concern wants to actually satisfy their customers.
 
I never realized until this moment that the English people drink water from the crystal clear Thames. Maybe that's the reason for the English people's tremendous record of dental health?
