A, depending on the level of the classification of the briefing you would need a higher clearance than Secret which is all you can get via that background check.

B. Even if you are cleared at the level of the briefing, you need a need to know beyond just the required clearance.

C. Even if you have the clearance and the requisite need to know the originator of the brief can just say no.
