Washington State. You can get a driver's license with a matricular consular card and a utility bill. (You can get a matricular consular ID wherever the Mexican day laborers congregate- home depot parking lots, etc.)

Register to vote online, just check the box that says you are a US citizen. All voting is by mail. ID is checked by comparing the signature on the ballot with the driver's license.

It's the "honor system". Citizenship is never verified.
