If you weren't a communistic piece of shit maybe you would start out with a 1,000 dollar boat and work your way up to a million dollar trawler. But since your entire life is based on what others have earned and jealousy for not having what they do you just want to limit the size of any boat anyone can have.
We need boats ranging in price from 1 million down to 1000 because that gives everyone a chance at purchasing the boat they need, want or deserve equally. Once the best boat you can purchase is only the 1000 dollar piece of shit then you have limited the entire economy to people that aren't capable of doing any better. At some point somebody will own 1 million 1000 dollar boats and you will be all upset wanting to limit how many they can own.

I am unconcerned with the efficiency. In this case I am concerned only with what spreads the wealth and creates even more wealth, which is many boats bought by many people. Depends on what you are planning on doing with the boats. For many uses, bigger boats are more efficient and less polluting than a bunch of smaller boats.
