Arrest criminals, deport illegals, stop the spending theft, remove the homeless and put them in a mental hospital, cut taxes, stop supporting renewable energy. Of course they do. They were created when JFK shut down the mental institutions in 1963 when the Community Behavioral Health Act was passed. I treated the homeless when I worked in the psych unit in Phila. They are schizophrenics, alcohol related brain damage Wernicke's Korsakoff Syndrome, drug addiction, major depression. Many have unresolved PTSD and self medicate. They all belong in treatment that they cant refuse. Many can be treated out patient after stable. They all have some form of mental illness. There may be tiny number that dont but the major problem is the chronic mentally ill.
