When did Clinton get a target letter? 2015 or so.

Someone who is the target of an investigation has to get a target letter, in order for the statute to apply.

For the statute to apply, they have to be a target of a particular investigation, and or get a retention letter. So not just any investigation. Otherwise somebody whose a target would have to retain everything they touch, down to the tissue they blew their nose into.
