There's too much upper brass and they should to made to retire... Too many chiefs and too little indians.
The first thing I'd do is retire the redundant 4 star generals in each of the branches of the military as follows:
They should be forced if necessary and restricted in their ability to work in the military industry.
- 6 US Army,
- 2 USMC ,
- 5 Navy,
- 10 USAF,
Make all promotions based on merit, experience and leadership from the basic to the highest ranks of each branch.
