I think that he knew the Mexican government needed a reason to be reasonable, so he suggested he would run a tariff "nonthreat" which would give the powers that be a reason to give to their voters as to why it would be a good thing to do what they said they would do in the first place to their parliamentary counterparts, who'd agree that now they had a good reason to do what they said they would do in the first place.

In sports, it's called "no harm, no foul" when you fake a pass, then throw it to someone else to temporarily confuse your best guard to then pass to an open forward who'd slam dunk the thing.

So many dimmies get so outplayed, they wanna put somebody in jail! Somebody with red hair and a 160 iq.
