I re-read the paragraph and I'm not sure what your reference is to. My point was that employers are motivated to shift the risk of rising health costs onto the employee just as they are shifting the investment risk to the employee in retirement plans by phasing-out defined benefit plans and going to 401(k)'s and other defined contribution plans.
