That's what FEMA does. It provides tax dollars to those who need it.
And where do they get those tax dollars? All they're doing is giving tax dollars back to some of those who paid them in a time of dire need. If they want to lower taxes and do away with FEMA, I'd have no problem with that. But as long as it's there, and as long as it's funded by tax dollars, I see no problem with people availing themselves of its services.
As for myself, though I have ridden out many a natural disaster and their related damages, from the Northridge earthquake of '93, brush fires, tropical storms, and hurricanes, I have never asked the federal or state governments for a penny. Not once.

But since you mention... there is nothing wrong with that idea, though I think it refers more to personal and professional success than it does with recovering from devastating natural disasters.
Sometimes folks need help with that, and as long as their tax dollars fund a branch of government whose purpose is to facilitate that recovery...
