I knew of an officer with a successful dentil clinic and staff with a new facility, who was losing everything, the staff furloughed. He was overseas, nothing he could do about it, stop loss in effect. Lifestyle of his family based on his professional earning over for forceable future. He solved it by putting a bullet through his head, in his tent. Not common, but real.

It’s not entirely accurate to say the President has no authority over the National Guard. Governors normally control the Guard, but the Constitution and federal law — especially the Insurrection Act — allow the President to federalize them when needed to enforce laws or protect federal interests. I can sort of understand DC. It is not a state. It is a Federal District. Maryland, Michigan, New York, and Illinois are states with their own rights, not given to the Federal Government.

And, if you want those guys to swing, even if you change the law to include District Attorney's convicting criminal with overwhelming evidence of their crimes, many admitting in courts, you will not get a single capital judgment on them, as our constitution forbids ex post facto laws.
