exactly. There are some who see agencies as another arm of the government, which they are NOT. Agencies are no more than tools which can be disgarded if they are not useful or become detremental. Problem is, they are given fancy names and people believe the hype. Such as Department of Education. If that department ever actually raised the standards of education in the country or set standards to be met, it would be one thing, but under their watch they became a jobs program setting up employees with pensions most likely, all while standards and performance in education dropped EVERY SINGLE YEAR under their tenure.
Their answer would be, we need more money.... but the real answer would be to cut the loss and start over.
Something modern government has been unable to do.

Here's a crowd of about 20,000 in Chicago. Sounds like a lot until you consider that the population of Chicago is 2.6 million.
