The Democrat strategy is ... essentially... to enrich lawyers arguing about it. CA spends BILLIONS $$$ on attorneys to argue about water. And no desalination plants I am aware of have been built.
This is not rocket science.

Fires are about lack of water. Yes these fires happen inside of CA regularly. On the coastal areas there is NO EXCUSE not to have desalination plants in every major population center and then some.

Desalinisation plants produce a lot of water.
Today:
"The desalination plant in Key West is owned by the State of Florida and managed by the Florida Keys Aqueduct Commission. It supplies the City of Key West with about 2.4 million gallons of fresh water daily. Additional water is pumped from the mainland of Florida to this island community."
While it's important to know how the fires started, the bigger issue is with what Newsom did to help prevent fires from spreading. What did Newsom learn from previous fires and what new measures did he put in place? What additional water sources have been constructed? How was funding being spent on fire mitigation?
Rotting is 'biological' burning. Wood that decomposes on the ground sends most of its stored carbon into the atmosphere as CO2. Very little actually adds fertility to the soil. Best to harvest it for fuel before it goes to waste. The CO2 offgasing is the same but we get benefits from it by replacing some fossil fuel and reducing the intensity of wildfires. When trees fall in a California forest the state says leave it where it fell to rot away... not sure why but that's the policy... and if you were to go into a state park and clean out the underbrush you could be fined and go to jail.... other states tell campers to collect limbs to burn at your campfire... not CA you can be fined for this... the amount of wrong headed policies on CA forestland and parks is overwhelming....
And now you know why CA fires can't be put out... it has to burn itself out....
