In the case of government workers, they haven’t lost their jobs - only a delay of a paycheck AND they knew this was a risk every October.

They should have planned for this.

I spent thirty-five years working for a Union Telco. We knew that a strike was possible at the end of every contract, so most of us prepared for it. We saved money, stockpiled food and often saved up vacation to take beginning just before the end of the contract. If you were on vacation at the end of the contract, management had to continue to pay you until the end of your scheduled vacation regardless of contract status. Most of the time it was wasted effort, but when we did strike it came in handy. That's what smart people do; they prepare for bad things to happen.
