Pass an amendment requiring a two-thirds majority in both the House and the Senate for all new laws. All laws can be repealed under the same requirements in effect when the were passed. That is all. Happiness and Unicorns.

It would go a long way toward healing the partisan divide. Congress would have to focus on issues with actual broad public support, instead of pushing the will of a slim majority.

The divide is due to the breakdown of federalism and the Supreme Court is 100% to blame. The federalism created in the Constitution precludes a divided nation.
