There is a demand for a product or services and the private sector competes to fill that demand. Capitalism. Other than a few regulations the Government has no control over that.

Of course. It would be a public utility. An addition to a municipal water system.
Problem is it would become part of the water cycle and empty back into the ocean again needing re-salination. Probably the best way to do this is to dig massive divots in coastal deserts and let the ocean flow in creating a greater area of evaporative atmospheric water vapor supply.

then we'll have to go with something else than plastics, like glass or metal (although the latter might have problems too).
