I wouldn't limit the prohibition to public displays of sexual intimacy or making out to just homosexuals but everyone. Holding hands, a quick kiss on the lips, shouldn't be prohibited but two people making out in public should be prohibited by law for both heterosexuals and homosexuals. Find a bedroom.
