Whether ICE Agents should shoot rock throwers, depends upon the size of the rocks. Any rock big enough to cause serious bodily harm, should warrant the rioter getting shot.
After shooting the dangerous rioter, the law enforcement should contact the next-of-kin and instruct them to come to the scene and pick up their garbage.
